The Importance of Report Of Birth For Every Filipino Child Overseas

Report of Birth otherwise known as ROB in the Philippine Embassy in Kuala Lumpur and other parts of the world is one of the documents that is actually neglected or of which not being considered as an important especially for Filipinos whose children are a citizen of that country.

According to my understanding, a child that is born overseas to parents who are both Filipino citizens or to one (1) parent who is a Filipino citizen must be immediately reported to the Philippine Embassy or Consulate which exercises jurisdiction over the place of birth.

I am a Filipino married to a local in Malaysia. As a responsible Filipino parent, it is advisable to go to our own Embassy to Report the birth of our child.  According to my research, this document is very important whenever our children wanted to stay in the Philippine for a long period of time without any hassle from any documentation needed by their Country of Citizenship and to the Philippine Government as well.


Report of Birth also gives the privileges of Filipino children regardless of their citizenship to have the right to study in the Philippines without any problems with visa.


All reported birth will be included into the records to the Office of the Civil Registrar General in Manila, Philippines. It is from the Philippine Statistics Authority (PSA), that applicants will get authenticated copies of civil registry forms on security paper for future consular transactions.


What are the processes of Reporting the Birth of My Child


The information below was extracted from the website of the Philippine Embassy Kuala Lumpur, Malaysia on the Report of Birth:


Requirements:


1) Four (4) duly accomplished original Report of Birth.  Take note that this document must be notarized by the Commissioner of Oaths/Notary Public in Malaysia for notarization.

The Report of Birth Registration Form from Kaula Lumpur Philippine Embassy.

2) One original and four (4) copies of the Birth Certificate from the Jabatan Pendaftaran Negara (JPN) or the National Registration Department (NRD), duly authenticated by the Ministry of Foreign Affairs, Putrajaya. The address of the Ministry of Foreign Affairs in Putrajaya is located at No. 1 Jalan Wisma Putra, Precinct 2, Putrajaya 62602 Malaysia.

Note: If the Birth Certificate is in Bahasa Malaysia, it must be supported by notarized English translation duly authenticated by the Ministry of Foreign Affairs, Putrajaya.


3) Four (4) original notarized affidavit of delayed registration of birth, if the child is one year old and above (please refer the form to the website of our Embassy).


4) One original and four (4) copies of parent’s Marriage Contract from the Philippine Statistics Authority (PSA), if the parents’ marriage was solemnized and registered in the Philippines;  


5) One original and four (4) copies of the Report of Marriage from the Philippines Statistics Authority (PSA) or from the Philippine Embassy in Kuala Lumpur (for marriages recently registered and reported), if parents’ marriage was solemnized and registered in Malaysia);


6) Proof of Identity of applicant;


7) Proof of Filipino citizenship of parent/s;


e.g., if applicable  

  • Parent/s passport (Original and four (4) copies);

  • PSA issued Birth Certificate of parent/s (Original and 4 copies);

  • PSA issued Death Certificate of parent/s (Original and 4 copies);

  • PSA issued Birth Certificate of applicant’s brother/sister (Original and 4 copies).


8) Four (4) recent colour photograph sized (1.77” x 1.37”) of the child. 

Additional Requirements for the Report of Birth of children whose parents are not married but opt to use the surname of father:


To be accomplished and executed by the MOTHER:

  1. Four (4) original Certificate of Registration

  2. Four (4) original Affidavit to Use the Surname of Father

  3. Four (4) original Sworn Attestation

To be executed by the FATHER:

  1.  Four (4) original Acknowledgement of Paternity

  2. Four (4) original Private Handwritten Instrument (PHI) duly notarized by a Notary Public or a Commissioner of Oaths.


The processing for this document is 3 working days. But if you wanted to post to your address the document, you can just buy any courier service provider to post it back to your home address. Please also take note that Clients/ applicants are reminded to bring their complete sets of documents, including originals and photocopies, for their own convenience.


For photocopies of documents like Passport, IC (of your spouses), and other documents, please take note that the charges inside the embassy is quite pricey. Better photocopy it outside for you to save your money.


For those who wanted to drive all the way to the Embassy, it is advisable to use public transport. Parking area would be an issue for you if you drive straight to the embassy.
